On-Lot Septic Systems

Any person owning a building served by an on-lot septic system which contains a septic tank shall have the septic tank pumped at least once every three years and have an inspection performed and the Borough’s inspection form filled out. The Borough’s Sewage Enforcement Officer must be onsite during this inspection.

Any and all repair work or replacement of any on-lot system components will require a permit. Permit applications can be obtained from the Sewage Enforcement Officer. All approved work will also have to be inspected when complete.

Borough of Lemoyne On-lot Sewer System Policy – Effective Date January 1, 2023

The Water Quality Management Permit renewal dated June 27, 2022, issued by the Pennsylvania Department of Environmental Protection (DEP) contains a condition that clearly states that the Borough must require connection to the sanitary sewer system of all improved properties within reasonable distance, which by Borough ordinance is defined to be 150 feet from the property line to the nearest public sewer line. It’s important to demonstrate to DEP that the Borough has a plan in place to address this permit condition and is making progress towards compliance. It is also desirable that the schedule of compliance consider Borough resources and allow time for the property owners to plan for compliance.

With the goal of having these properties connected to the sanitary sewer system within a reasonable period, while protecting the environment in the interim, the following policy was adopted by Borough Council on December 15, 2022:

On-lot systems will be required to connect based upon the first occurring event below:

     1)Cesspools, being the least sanitary structure, will be addressed first.

     2)Other on-lot septic systems will continue to be cleaned, inspected, and tested in accordance with Borough requirements, and any that fail testing or            inspection will be required to connect immediately.

     3)On-lot systems will be required to connect prior to the sale of the property.

     4)On-lot systems that require a street cut to make connection to the sanitary sewer system will be required to connect prior to the scheduled paving of            that street.

     5)Any on-lot systems not covered under the criteria addressed in items 1-4 above will be required to connect within six years of the effective date of                this policy – January 1, 2029.

Affected property owners are to be informed of this policy upon adoption. Non-compliance notifications will be sent by the Code Enforcement Officer upon any event that would require that property to connect under this policy. The notification will include the required date for connection. Borough staff will maintain a record of the properties that are affected by this policy and the event and actions taken thereunder. Any affected property not initially discovered, nor the property owner initially notified, is not exempt from this policy.  All properties and property owners at the time of adoption or thereafter, meeting the criteria of the policy are subject to connection to the sanitary sewer system, per said terms.
