  1. Administration
    1. Motion to authorize advertisement of the Proposed 2024 Budget as the official draft for review and comment.
    2. Motion to adopt Resolution 2023-08 adopting an amended fee schedule in its entirety.
    3. Motion to approve Resolution 2023-09 authorizing certain members of Council and staff to conduct specific banking activities, authorizing certain banking activities be conducted after a resolution by Borough Council, and designating the Borough Council President to sign entity authorization or similar forms.
    4. Motion to award the contract for Lemoyne Borough’s HVAC services to Thermotech, Camp Hill, PA for the annual amount of $8,274.06, which includes all three locations.
    5. Motion to authorize execution of a letter confirming services to be provided by Maher Duessel for the Borough’s 2023 audit.
    6. Motion to ratify the appointment of Amanda Seibert, effective November 1, 2023 at a salary of $90,000.00.
    7. Motion to appoint Amanda Seibert as both the Right-To-Know Officer and the HIPAA Privacy Officer, effective immediately.
    8. Motion to approve the extension of the current Solid Waste and Recycling Contract with Penn Waste at the rate of $97.00 per quarter.
    9. Motion to approve the 2024 Professional Services Agreement for engineering services with Rettew.

2. Community Development/Parks & Recreation

  1. Motion to accept the 2024 Pool Management Services Proposal for the Lemoyne Municipal Pool submitted by the West shore Recreation Commission in the amount of $79,000.00.

3.  Stormwater

  1. Motion to approve Application for Payment No. 1, from Custer Excavating, Inc. in the amount of $61,096.80 for the 3rd Street Storm Sewer Improvements.
  2. Motion to approve Application for Payment No. 3, from Flyway Excavating, Inc. in the amount of $41,999.40 for the UNT to Susquehanna River Improvements – Phase 2 project.
  3. Motion to approve the full release of financial security of the stormwater plan for 6 Westwind Drive in the amount of $2,717.00 as recommended by Rettew’s October 20, 2023 review letter.

4.  Streets

  1. Motion to approve Application for Payment No. 1, from Stewart & Tate, Inc. in the amount of $81,205.50, for the 2023 Roadway Project, Contract 2 – Microsurfacing.

5.  Zoning/Ordinance

  1. Motion to forward the draft Electric Vehicle Charging Station (EVCS) to the Lemoyne Planning Commission and the Cumberland County Planning commission for review and recommendations.
  2. Motion to authorize advertisement of the 2024 tax ordinance.
